Department of Labor and Vocational Training - DhiQar branch (under the Ministry of Labor and Social Affairs - MOLSA)
The Department of Labor and Vocational Training has 5 branches in DhiQar. They conduct vocational training workshops and assist individuals to apply for employment and/or loans.
In reformatory facilities, this department conducts vocational training courses for inmates who are at the release phase. After release, individuals who participated in vocational training courses will be assisted by this department to seek employment and/or apply for loans.

Steps To Refer
A job seeker can apply either online or in person. To apply online:
1. Visit https://www.molsa.gov.iq/ then select the following: Department and Centers --> Department of Vocational training --> Mechanism of consulting and registration
2. The following documents will be required upon registration:
a. Iraqi ID
b. Housing card
c. Ration card (not binding)
d. Study document
e. The identity of the displaced person or the identity of the Department of Immigration and Displacement.
f. A letter of severing a relationship for those who did not complete their studies from the last school they attended, for those aged (15-25)
3. After you apply and provide the required documents, you will receive an ID (consultation card) that will serve as an alternative unemployment ID card. After obtaining this card, you must personally go to MOLSA and register yourself as unemployed.
4. MOLSA will provide you with a vocational training list. Typically, courses take approximately two weeks, after which you will received a graduation certificate. In case you already have an academic degree, you may apply directly to the available jobs listed on MOLSA's website.
Conditions for applying: The review is based on the geographical area and its proximity to the residence of the citizen wishing to register. The citizen must bring the documents shown above when visiting the port for the purpose of auditing, completing the shortcomings, and issuing the consultation card. Job seeker registration is from the age of (15-60) for males and females from the age of (15-55). School students are not entitled to register as job seekers because they are students. The unemployed person must not suffer from a disability that prevents him from performing work. In the event that If the job seeker is under the age of 25, he must bring a certificate of separation from the last school in which he studied, proving that he left the school and is not continuing. In the event that he did not enter the school, he must bring an endorsement from the district mayor, in which the mukhtar proves that he did not enter the school. He must bring an endorsement from the district mayor. The mukhtar proves that he (does not read or write) based on (2) witnesses and certified by the municipal council of that area.
